The issue doesn't seem totally clear cut. TIMATIC says I can leave the airport transit area. Beijing city would seem sensible as many transiters will need a hotel. But I thought leaving the city might be pushing it. The Tripadvisor folk think I could get into trouble.
Mutianyu is part of Beijing as much as PEK itself is.

As to tripadvisor advice, I recently did a TWOV at KRT in Sudan. Most advice I found from various forums suggested that I won't make it, but I did make through it just fine.
When in doubt, always take experience on the ground over forum advice from armchair experts.
