The arguement presented to me was a passenger could bring a bomb or something like that on board the aircraft in their carry-on luggage and then leave the plane during a stop. I was told by a FA that this was a new Transport Canada regulation, but I doubt it since West Jet still allows people to leave the plane during stops. And there is no way they can stop you from leaving the plane.
