On a two short flights today (MHT->BWI and BWI->EWR), which are 60min and 35min respectively. I sat behind two folks how felt the need to jam their seat into my knees. On one of the flights I was in the 2nd row aisle and the person in row 1, with plenty of leg room, jammed her seat into me. I have to say, I am 6'2" and my knees almost hit the seat when it's not reclined.
This leads to the question, is reclining your seat back a "no no" like I think perceive it to be? Especially on short flights.
Personally, though I would like to, I never recline my seat unless no one is behind me. If I did, I would look at the person I am about to flatten and ask if they mind if I recline my seat. I would also gauge the person's leg room as I did this and not even attempt it if they were using a laptop or were tall.

Yes, you are.
Don't blame the passenger in front of you for taking advantage of reclining seats if they choose to do so.
Myself, I'm not a big seat recliner. I usually recline my seat just ever so slightly so I'm not seated perfectly upright. Still, while I would prefer the passenger in front of me not to fully recline their seats, I don't begrudge them (or harbor hostility towards them) if they do so. It's their prerogative to do so, or not.
If you want to vent your displeasure towards anyone, vent it towards the airline for not providing enough room between the rows of seats. The passenger in front of you did not do anything wrong by reclining his or her seat even on a short haul flight.
