Travellers speak all sorts of languages. When I am in a foreign country and speak English, they don't say "this is Indonesia, we speak Bahasa Indonesia here" or similar.
A polite, "sorry, I don't speak Spanish" will do.
Really? I tried to get a bus ticket in Spain and got an angry look and a whole lot of Spanish words (none of which that where particularly helpful). I had a similar experience in Paris at a subway. Doesn't particularly bother me.
When traveling I try to learn the local phrase for "Do you speak English?" It really is the polite way to do it.
