Unless you're looking at advance purchase/non-refundable, I'd book now as you can always cancel and rebook if prices go down. just check periodically.
I've always stayed in Waikoloa and made a long day out of a trip to VNP, so I've never stayed in the area. I'm pretty sure there are many fewer options on the east side.
