Changing from a ground segment to an air segment will require a reissue for the reasons listed by pandaperth and also obviously because of the change in calculation of taxes which will now be assessed on the segment now being flown. Similarly changing from a transit to a stopover will require a reissue. This has been discussed in a number of threads.
