Exactly. It's all speculation until OP updates the post. Was this a UA ticket sold through a TA or a UA bulk lot sold to a consolidator (who perhaps is also a TA) who then resold to OP's relative?
A careful reading of OP's post does not help one way or the other. All it says is that UA's sole option for OP's relative at the airport was to sell him new seats. On the other hand, his PNR for the original flight shows on the website.
Not much we can do until OP posts the exact details.
