There is no choice for "Premium Economy" or "Economy Comfort" it it just Economy or Business. Then after the seats are booked you are given the chance to either buy the EC seats (I think there is a $60 cost for EC which you pay after booking the Economy seat), or, if you are a PM or DM on Delta you get the EC seats automatically. At least that is how it works on DL metal. Though I know it is hard to choose seats on non-DL ST metal via the DL site.

Can you use the SMs on the Velocity site?

My advise to you is to keep trying until you get it, or until you are sure you can't get it.
If you can book and cancel without penalty, then try to book the seat and see if you can't buy up to the EC seat, or get the EC seat due to your PM or DM status.
