That's correct! If you're planning to be in SIN for 96 hours or less, then you can use the VFTF (Visa Free Transit Facility). You're eligible as you have a F-1 visa.

Also, Hong Kong and Macau allow Indian passport holders to enter without a visa, provided your stay is less than 14 days.

That aside, in the Americas, Mexico does not require visa if and only if you have a visa and travel to and from the US.
