I guess I should have read that memo again before I answered but now I see it says 8 of the 17.
Here's the timeline for the rest:

The balance of our Embraer 190 fleet will be completed in coming weeks; WiFi will be activated on each aircraft as installation is completed. The entire Frontier E190 fleet is expected to be WiFi capable by the end of February 2012.
