I wouldn't depend only on the fare rules. Take a look at United's contract of carriage. I believe there is a clause for family illness.
That may work, though the appropriate section of the CoC (Rule 270) is a bit confusing and self-contradictory when it comes to illness of an immediate family member who is not flying. I would call UA and specifically ask for a waiver under Rule 270.
