It is clearly stated that in the 2012 program the BF Hawaii flight are upgradeable with RPUs (aka CR1s).

All flights between the U.S. mainland and Hawaii will be eligible for Regional Premier Upgrades and Global Premier Upgrades with no economy fare restrictions.
