Much like all discounted fares, the Z fare is not offered on all flights, to all destinations. It might be that LGA-YUL is blocked for busy / peak times of the day.

My suggestion is the same as Stu's - try a different airport. What about a combination LGA-ORD-YYC? Might be cheaper than a Z on AC and you would get 100% miles.
