Tolls to LGA from EWR do not need to be higher than $9.50 for the Holland Tunnel (with EZPass discount they have to pass on to you; $12 if they don't have a tag for some reason) and about $1.60 if they choose to take the NJ Turnpike Ext. This isn't really necessary though. So it sounds like you were ripped off there for a start!
