"Speaks English" is a relative term. Most people who deal with international passengers at PVG speak English way better than I speak Chinese.

But get them into a fairly technical discussion that involves a bunch of unusual terms, like applying an eVIP to a ticket on a flight with C inventory, and they would have great difficulty. Note that I am not being critical, they are not supposed to be able to do this.
