She can but as others have suggested the packaging may not be very secure. Do you have another small bag, perhaps a fabric type, that you can put them in and perhaps add some bubble wrap, padding or similar to give them a little protection.
No problem taking them providing no more than 2 boxes of commercial crackers, but must be in a case. I'm more concerned about them getting squashed en route.
andrew72 - this rule doesn't apply just to LCY but at LGW/LHR and all other airports that BA use here in the UK.
Can I also add to this thread that party poppers cannot be carried at all - either in hand luggage or checked bags.
