As pointed out previously, the upgrade is not offered so that it isn't expected. That way people who really want to fly J have to pay.
I was just wondering if there's any consistency or logic behind how and when cheaper upgrades are offered. In my case, upgrading both legs of the journey would have cost close to £400, making the entire ticket cost over £500 - pretty ridiculous for a shorthaul flight, especially at the weekend. Offering the upgrade at OLCI means you're hardly likely to cannibalise your existing paying biz class base, especially if there's no guarantee it will be offered. I've benefited from the £59 deal out of LGW a few times, seems to happen far less often at LHR.
