For vehicle purchase/sale.
Transfer of title of vehicles in Thailand is relatively simple. If title is being transferred to a foreigner, most provinces will require that they be on a visa (meaning not a 30 day stamp). ID required will be their Passport w/current Visa and proof of residence, either a notorized letter from your Embassy or Thai government issued ID (not a driver's license) with an address in the province that you are registering the vehicle.
Your name will then be registered in the Vehicle Registration Book (green book). The process will usually be quite slow, from 1 to 3 months. If the vehicle is new and purchased from a dealer, you may be issued a temporary Red license plate. Until you receive the registered (white) plate and green book, it is advised not to travel outside the province that you have bought.
If you would like to take a vehicle you own out of the country, such as Laos or Malaysia, a trip to register the vehicle (vehicle passport) is necessary. As I understand it, this comprises of a translation of your license plate and other assorted paperwork.
