Not always the case. I've rented out of HNL many times and on occasion I've had the price shift by impressive amounts just by changing the pickup times a bit. Usually I saw this with Budget going from, say, a 10am pickup to a 7am pickup. I have no idea why this would make the price different but for the exact same amount of time it was much cheaper to pick it up earlier.
