It seems you had some bad experience in Malta.
Well, I can advise to not rent a car in Singapore where they have great public transport facilities but in Malta you will simply lose too much time figuring out how to get from point A to point B. Once you figure it out the waiting and driving time might drive you nuts. I lived there for 2,5 years so I think I know what I am saying. New buses introduced this year with completely re-arranged routes and UK drivers brought over made bigger mess than it was before. Since then routes have been changed few times, good luck in catching up as Maltese people cannot even catch up on what's going on. It will take some time before the new system will be an indeed improvement.
Rent a car, with automatic transmission if possible, buy additional insurance to reduce the excess, drive with a smile and you will be fine. I have yet to see a country with best drivers...
