In my experience, every single time I clear an upgrade on CO, I immediately get a new seat assignment. As such, perhaps it's just not been historically necessary to have this "extra screen" showing upgrades without seat assignments as they almost never happen. But on UA, perhaps their inferior systems makes upgrades without seat assignments a regular occurrence, and that's why they have this extra screen.
