Unless the OP's wife needs access to the bag immediately upon arrival in ROC, I would consider just shipping the bag via FedEx or UPS ground service. Should only take a few days, and may be cheaper than the checked-baggage fee anyway.
+1 - Fedex ground is generally cheaper than checked bag fees (often way cheaper) and often takes only 2 days within a Zone and 4 days TCON. Plus, it's delivered to where you want it (home, office, hotel) so you don't wait at the airport.
Often1 is offline
