No it does not, fuel surcharges on BA using AA miles have been around for ages.

You are missing the point - the thread you referenced is just BA raising fuel surcharges accross the board - it has nothing to do with AA starting to charge them, or to charge more arbitrarily like Aeroplan started doing.
