This is mixing phrases. While any change in award flights requires the award ticket to be re-issued, that doesn't unto itself un-book you from the award inventory you have reserved. In plain English, think of it is way...your selection in a particular inventory category is captured in your PNR (loosely....your reservation) and then is "paid for" with the ticket. Reservations can exist without tickets.

One way an agent could make a change is to cancel everything....the reservation and the ticket and restart...most are smart enough (particularly if you ask) to just change the small things you need to change as canceling an award seat doesn't necessarily put it right back into inventory!
