Sheraton Sao Paulo plays a variation on this game with Design Rooms which seem to be rarely given as upgrades. They even have the couple of floors with the Design Rooms and Design Suites marked in the elevators as the Design Hotel.
But looking at the Dom Meridien Hotel in Cologne I can see dates where a Deluxe Double costs the same as a Classic Double so why are they so tight on the upgrades?
