Best room is not always the best room in the upgrade pool for platinums

I just found this sentence in the platinum upgrade policy:
"Best rooms are identified by each property and may not include upgraded Towers level accommodations unless Towers level accommodations are booked originally."

I knew that for tower rooms but not for normal rooms as well. Was it this way since ever for rooms in gerneral?

This really offers hotels the possibility to limit upgrade for platinums, also for rooms. I just experienced this with the Le Meridien Cologne. They now have newly renovated deluxe rooms but as they are too good they are not part of the upgrade pool. Instead they still offer the executive rooms as their best official rooms(even though cheaper)and standard suites in the main building which are also executive rooms, formerly named jr. suites.

Did you also have this experience of further diluting the platinum level after the counting of award nights?
