Alamo has had some really inexpensive rentals recently that have met my needs very nicely in Chicago and Milwaukee.

Budget is now a division of Avis and deserves consideration.

A few years ago, Enterprise was caught deliberately ordering Chevy Impalas without side curtain air bags to save money. I cut up my Enterprise card, mailed it back, and will not rent from them for any price ever again.
