Going back to the original question, I suppose it would be considered discrimination. Plus it is probably more of a problem now that there are more disabled people travelling, more bags designed for easy carrying of greater weights, and problems with checking luggage
My wife is 4'11". I'm only 5'4", which is not tall, but it's tall enough to make a difference. I can put things in the overhead for her while she can't reach.
