Since one way fare is higher than half of round trip, often there is little or no refund value for return portion of discount round trip fare. You need to check your fare basis to be sure.
Actually oneway flights within Mainland China are typically half of the roundtrip fare. The price for any domestic flight in China is priced according to the mileage and each airline has the same maximum price for the same routing. Discounts of 20-40% are usually available, sometimes even -80%.
What comes to refunding a ticket it sure depends on the booking class. I remember last year when I had bought SHA-TXN-SHA flights. My travel agency called and informed that FM have cancelled the TXN-SHA flight which at least that time was the only airline serving the route. Eventually I only got refund for my cancelled part of ticket even thought my both flights were on the same ticket. In their logic that was fair since SHA-TXN was still flying normally. I'm still not sure if it was the airline or the travel agency which screwed me.
