I did help a passenger with her carry-on recently. But I wonder how she would handle it if she boarded expecting help, but all of the nearby passengers were unable or unwilling to help, and the FAs were unwilling to help due to their airline's (not well known to the passengers) policy about what their job entails and what is covered by their disability policy.

Perhaps the airlines could just state that passengers should not expect FAs to assist them in lifting their carry-on baggage into the overhead bins?
