The interesting thing is that UP2 does not include YCA fares (which I am 99% sure are the Government Full Y fares).
YCA are indeed Government fares - I fly on them all the time. And, despite what the "list" says, I always clear with the "full Y" priority no matter what... Seems as though the system doesn't sync up with the list...
