Ahh, I misinterpreted the line. But why bother to say that it includes DL Reserve holders? Why not just say DM (or PM) PASSENGER BOOKED DESIRING TO USE A SYSTEMWIDE UPGRADE TO FIRST OR BUSINESS CABIN since that would include DL Reserve holders?
