That line seems to refer to the checked baggage allowance for active duty military passengers as the following line says [quote] Additionally, active military personnel traveling on personal business on Delta and Delta Connection operated flights may check two bags up to 50 lbs (23 kg) and 62 linear inches (158 cm) at no charge.[quote] Elites no longer get to check 70lb bags for free on many international routes, which would contradict the section that specifically mentions elite baggage allowances. To reduce confusion, both quoted lines should be further indented as to visibly become part of the section detailing baggage allowance for military members.
While it would be nice to have free oversize bags as an elite, I don't think that it is currently an elite benefit on DL.
Edit: Flying to/from school, my checked luggage often weighs over 50 pounds. Not seeing my elite status, some agents have informed me that my bags were overweight and that I'd have to remove items in order to avoid an excess baggage charge. It was more likely an anecdote to post in the "Looking Young and Being Elite" thread though.
