The citi program gives you a code to use when booking for a discount of 7500 miles from your award flight. This takes a US flight from 25000 miles to 17500 miles.
Whenever I try to book one, they tell me that the inventory they pull from is the same as the milesaaver inventory -- which you can book online for 12500 miles.

Yes. The 17500 award is for roundtrip. The 12500 is one-way, so 25K for a roundtrip.
The Citi awards are only valid for roundtrips, no one-ways or open jaws. And they can only be booked by phone, so you'll have to pay the fee. Like regular awards, they're changeable for free, but the Citi awards can only be changed if you stay within the same 3 month period. But if youre ok with all that, you're saving 7500 miles per roundtrip, at a cost of ~$25 (or whatever the phone fee is these days). That's not a bad deal.
