Well, motnot, I haven't been around FT as long as the others who have replied and I've never frequented the coupon connection board, but I would agree with those saying you should report the events. It's a matter of etiquette (good choice of words?) not FT-specific etiquette.
Perhaps it might be a good idea to e-mail this person one last time saying that you are going to report this event to give him/her one more chance to respond. It is important to point out simply that you haven't received item X as promised and ask others if they have had any problems dealing with this person. It's not that you are accusing him/her of not sending X, but just that you didn't receive it and now oddly, this person is not being responding to your e-mails. A question of "what's going on?" is definitely in order.
