Technically, it looks like it's supposed to be a single pair of skis, but I know I've seen others with double bags and doubt they're all being charged. Double-boots may be more problematic, since that bag would be pretty big.

I've checked skis many times in a standard soft bag and never had a problem with damage. I also check my boots in a standard boot bag, so far so good, but many people are afraid of damage to the buckles and prefer to carry-on.
