It's certainly a possibility (though a very small one IMO/IME). As is the possibility that DL screwed something up in the reservation and needed to fix it. As is the possibility that these were just VIPs they didn't want to disappoint.
Just as there were lots of potential reasons why the OPs upgrade was originally rescinded, there are also lots of potential reasons why they effectively overbooked F by 4 seats causing the downgrades. While we now know the reason for the former because DL told the OP, we will likely never know the
real reason for the latter. Meaning how/why the "travel agent" supposedly cancelled the reservations. IMO, it's pointless to speculate.
