Man... I flew ATL-SEA a bunch this past year. I definitely would have taken advantage of that if I'd known it.

Yes the official policy is a fare change within the same cabin = CHARGE. A fare change to a higher cabin = WAIVED. As some have mentioned you can get a sympathetic agent who will waive it for you but that is actually breaking the rules.
