CBP (Customs and Border Protection) and TSA (Transportation Security Administration) while two agencies under DHS are completely different agencies.
It can be a bit confusing because you are comparing ATL CBP with LAX TSA. Or you saying LAX CBP wanted to see more than a passport vs LAX TSA when you came back from an international trip (in both cases passport should be just enough).
