Food prep in Flight. Why no gloves?

Just wondering. I just returned form a long flight, several meals and the galley was in clear view. There is no place in the galley to wash hands, and whom ever gets the job to prep the food is constantly in and out of the storage boxes. These were brought on by a person in a traffic vest in a foreign country, and honestly I never saw any efforts towards food safety.
Are there any rules or regulations about this or is it basically the thought that we are only removing some wrappers and tin foil so we don't need to worry about it?
