It's not just Delta.

IME, the entire GoGo system is overloaded, and really a bad deal for the money. I experienced similar problems as you while on an AA 737 from LAX to IAD. I gave up. I've also had the problem on DL flights.

As a result, I don't waste my money on the unreliable in-flight internet any more. YMMV
