I too am confused about their refund policy. It is certainly convoluted in wording.
I'm pretty sure our dates are flexible enough that we won't have to change, or CNX, but it would be nice to know with a higher degree of certainty.
Amtrak has started adding more double-speak in their T&Cs (over exposure to congress is my guess).
As always terms are subject to change, but right now, as long as you DO NOT print your tickets they are 100% refundable. Once the tickets are printed then there is a 10% refund fee or the entire ticket price can be applied to new tickets.
You do not need to print your tickets until the day of travel and if your departure station has a QuikTrak machine, you can print them up to the scheduled time of departure.
Best to go ahead and book as early as possible to get the low-bucket price.
