Do they tend to check corporate ID at the Millenium?
I'd suggest trying a different corporate code rather than use one that states that you're not entitled (assuming you're not). In playing with different ones, a few do say they are only for xyz use, while others are very generic (and quite a lot of different corporate codes all book the exact same rate, with the same rate code and description).

if you are not entitled to the rate then they can definitely deny you....
a couple of years ago the american bar association (aba) had a special holiday code for its members which saved upto 20% off the best rate available....it was however a prepaid rate....i booked this but forgot to carry my aba card....the hotel denied me the rate upon check-in & was going to charge me rack rate....it was all finally resolved when i spoke with the manager on duty & logged on to the aba website to prove to them i was a member....
I think there is a huge difference between the PR13CB rate, which is broadly used and long-lasting, and a limited-time code for a specific group.
