the midfield is the problem... you're assumed connecting since you directly dump into the terminals. i guess SHORT-CHECKING is then necessary for IAD.
btw, planes arriving after 9pm all clear at the main terminal at IAD, which you are able to exit. but don't do rip-off trick in IAD if flight arriving before 9pm.
ORD and SFO are different - connection/exit is the same, hence rip-off trick okay.
