Kind of interesting that if collars and waistband checks are essential to finding explosives on a person. They aren't doing it to everyone.
But oh yes. There is that we must mix it up at the security checkpoint to keep the terrorist guessing nonsense.
Because those that opt out have to endure a test more invasive than one that is randomly selected to use the WTMD or scanner. By opting out, one has specifically declared that they will not use one specific technology. The ETD in combination with the frisk substitutes in an imperfect way for the inability to run the test that the passenger has within their rights refused.
When I opt out, I recognize that that places me in a position of higher scrutiny. That includes them doing whatever test that is reasonable to replace the scan for which I opted out. A frisk and ETD is reasonable and is my decision to endure. They feel that inside the collar and waistband are critical. It can't be due to the "feel results" for the reason that have been mentioned. It can only be so important so as to gather a good sample for the ETD. It is a logical conclusion.
