It is a waitlisted segment. Upgrades to the next cabin on the same flight are the most common waitlisting, but you can also waitlist other segments, where it is useful to have all the information presented. For example, on an award booking, you might waitlist for a different flight between two cities, or the same flight on a different date.

It's just the way they decided to implement upgrade waitlisting as a special case of waitlisting overall. One advantage is that the second segment appears on the "My Itineraries" list page, so you don't need to click through to see whether you've cleared. I won't say that makes it all bee's knees, though. It is .bomb.
