It is my guess that the waistband and collar check are integral to the swab the gloves for explosives test. If they can not do them, the ETD is not conclusive. The frisk has become less important than getting a good sample for the ETD. Just my opinion. Any effort to defeat the ETD of the gloves check will meet objections.
