Unfortunately that is not how they do it. I have sent several complaints over the last 10 years (point only being unlike you am have not been silent for years) and I have specifically said "I DO NOT WANT ANY MILES" and I have received 25k on MANY occasions. One I reported here was just for a flaky AVOD....25K. So, the squeaky wheel not getting the grease is not the issue..the issue is there is NO rhyme or reason at all to how they do it.
