The waiting list is based on quequeing and the tier level.
If there are pax having a higher tier level than you, they will get the upgrade seat. If only basic tier level pax queueing, the first in queue will get the upgrade seat, if available.
As much as we all would like this to be the real situation, unfortunately it's not. AY upgrade priority (both paid=points/vouchers + unlikely operational ones) are based also on the fare bucket of the coach ticket one is flying (and possibly trying to upgrade).
