I agree.. why pay the same rate for an old hotel when you can get new? Another resource I use is www.tripadvisor.com.. Not that the ratings matter, but before staying at a hotel, I read comments to make sure I'm able to survive staying at the hotel before committing to the reservation..

As well, when making a reservation, I request the nicest renovated room they've got.. as well as any free upgrades if available.
